Tourists to shop tax-free in arrivals before passport control
Foreign tourists will be able to start their holiday spending sprees as soon as they land in Japan under plans to allow duty-free shopping inside Japanese airports before passport control.
The move will also enable Japanese travelers returning home to buy tax-exempt goods before entering the country.
Japanese who return from abroad currently cannot purchase duty-free items in Japanese airports, while they are allowed to bring in certain amounts of tax-exempt articles they buy overseas and aboard aircraft.
The government plans to revise rules on sales of duty-free goods at airports, with the changes in tax reform proposals compiled this month. The plan is penciled in to be implemented by the end of fiscal 2017.

LDOCEでは、“to make an arrangement for a meeting or other event, knowing that it might have to be changed later”と定義されています。
(Blue Sky)
