The Defense Ministry is set to raise the cap on consolation paid to Self-Defense Forces personnel killed or severely maimed in U.N. peacekeeping operations in South Sudan, reflecting the heightened risk of such missions.
The ceiling is being raised to 90 million yen ($796,500) from the current 60 million yen per member in light of new duties under security legislation that will take effect this month allowing SDF personnel to open fire in rescue missions.

今回注目した表現は、“cap”です。「帽子」という意味でよく知られていますが、今回は異なる意味で用いられています。『ウィズダム英和辞典』(第３版、三省堂)を引いたところ、第６義に「(支出金額などの)上限」とありました。
LDOCEでは、“an upper limit that is put on the amount of money that someone can earn, spend, or borrow”と定義されています。
