The Paris Agreement on fighting global warming took effect Friday, activating a new international framework that will get every country involved in reining in greenhouse gas emissions.
Japan, which lags behind other major emitters, was initially scheduled to ratify the landmark agreement on Friday afternoon, but extended political wrangling over a separate bill on the Trans-Pacific Partnership free trade agreement sent the Diet into chaos in the evening, delaying ratification possibly until next week.

今回取り上げる表現は見出しの"kick in"というフレーズです。サッカーで"kick off"という熟語はよく聞きますが in がつくとどのような意味になるのでしょうか。
『ジーニアス英和辞典』(第５版)には「蹴飛ばす、〜を寄付する、〜の状態になる」と記されていました。この記事では一番最後の意味が適切だと考えられます。その意味で Word Reference com も参照してみると"to go into effect;become operational"と定義されていました。
