IMF warns of populist fallout, says growth to stay weak

The International Monetary Fund maintained its forecast for weak global growth on Tuesday and warned that further stagnation will fuel more populist sentiment against trade and immigration that would stifle activity, productivity and innovation.

In the latest update of its World Economic Outlook, the IMF said that a drop in U.S. growth for 2016 due to a weak first-half performance would be offset by strengthening in Japan, Germany, Russia, India and some other emerging markets.

“Taken as a whole, the world economy has moved sideways,” IMF chief economist Maurice Obstfeld said in a statement. “Without determined policy action to support economic activity over the short and longer terms, sub-par growth at recent levels risks perpetuating itself.”

今回取り上げる表現は “sub-par” です。parというとゴルフでおなじみの用語ですが，やはりこれもゴルフ由来なのでしょうか。

はじめに, 手持ちの辞典で “sub-par” を引くと, そこには記載がありませんでした。

そこで, Urbandictionary.com で確認したところ, “below average” と定義され, また “deriving from the term in golf “par” meaning average, and sub meaning below” とありました。

さらに, 『リーダーズ英和中辞典』(研究社)で “sub” について調べると, 「下」・「下位」のほか, 「以南」・「副」・「亜」・「やや」などの意を示すことから, 接頭辞に “sub” をもつ, 非常に多くの表現を確認することができました。(Cayu)
