Another problem beneath Toyosu market comes to the surface

The Tokyo metropolitan government must amend its environmental assessment of the relocation site for the famed Tsukiji fish market because it failed to cover basement levels now inundated with possibly polluted water, sources said.

The assessment was based on the premise that soil beneath the planned buildings at the Toyosu site in Tokyo’s Koto Ward would be replaced with fresh soil, and an additional layer of earth would elevate the buildings.

However, the soil replacement and land elevation work has yet to be conducted. And the actual design of the new market features underground spaces in the form of basements where the fresh soil was supposed to fill.

An experts’ council will have to recheck the safety situation concerning the underground spaces. However, when the checks will end is unknown.

“After the experts’ council issues its conclusion, we will modify the documents of our environmental assessment,” an official of the government’s Metropolitan Central Wholesale Market said Sept. 22.

Tokyo Governor Yuriko Koike has already postponed the November relocation of the Tsukiji fish market in Chuo Ward, one of the world’s largest, to Toyosu. Among the reasons she cited was the unreleased result of a final groundwater test at the new site.

The Toyosu site once housed a Tokyo Gas Co. factory, and measures, such as the soil replacement, were adopted because the original earth was contaminated with hazardous substances

今回取り上げるのは “original earth” です。earthと聞くと地球という意味を思い浮かべるかもしれませんが、今回はどのような意味で用いられているのでしょうか。『ライトハウス英和辞典』（第5版　研究社）でearthの項目を見てみますと、theがつくものは「地球」や「（空や海に対して）大地、地、地面、陸」とありましたが、earthだけですと「土、土壌」と載っておりました。例には “rich earth” で「肥えた土」とありました。今回は “original earth” で「もともとそこにあった土」という意味でとらえることができるかと思われます。

earthを用いた表現で、「現実的な、地に足がついている」という意味の表現が過去に取り上げられておりました。（aqua）
