『ジーニアス英和辞典』(第５版)で調べてみると、「海・川などが波立っている、荒々しい」という意味が載っており、Oxford Wordpower Dictionaryには"having many small,rough waves of sea or lake”と定義されていました。
直訳すると「波立っている海、荒々しい海」となります。しかし同時に中国の急速な海洋進出をめぐる対立の様子も掛けられていると思いました。(Mt.Fuji)
