欧州中央銀行は,EU諸国の経済を刺激するため,さらなる対策を取ることを決定しました。たとえば,現状では金利が0.05%ですが,それを0%にまで下げるなどです。金利が得られないならば,現金をためていても儲からないので,資金を投資に回したり,あるいは投資をするために銀行から資金を借りやすくする狙いがあると思います。
記事中で気になった単語は"hoard"です。『Wisdom英和辞典第三版』（三省堂）で調べると「(貴重品･食料などの)蓄え, 貯蔵品, 秘蔵物」などという意味がありました。Oxford Dictionaries.comには"A stock or store of money or valued objects, typically one that is secret or carefully "と定義されております。"hoard cash"は,投資に回らずに銀行に停滞している資金という意味なると思います。事業会社などでも,資金を投資に回らさずに蓄えている場合は,自社の株式を購入することで,資金を株主に還元する行動を行います。（Ume）
ECB reveals surprise stimulus moves
The ECB will also expand its quantitative easing programme from €60bn to €80bn a month.
The scheme will now include the purchase of corporate bonds as well as government debt.
The bank has also decided to cut the bank deposit rate further, from minus 0.3% to minus 0.4%.
That means banks must pay more to deposit funds with the ECB and is intended to encourage them to lend more rather than hoard cash.
The package of measures, including the decision to cut the benchmark interest rate, was more radical than investors had expected.
