"bare"は動詞として用いて「(体の一部を)むき出しにする」の意味があり"bare one's teeth"となると「歯をむき出しにする」となりますが、どのような意味なのでしょうか?『Wisdom英和辞典 』には「(脅すようにして) 歯をむきだす」と定義されていましたが、英英辞書を見てみるとより細かいニュアンスが伝わってきます。Cambridge Dictionary On-line では、"to show that you are angry and prepared to defend yourself"と定義されており、また、Wikitionary では"to show one's aggression "と定義されていることから、必ずしも「歯を出す」という動作ではなく、怒りや敵意を表す表現だとわかります。以下、例文です。

He bare his teeth in a grimace.

the council showed its teeth for the first time by imposing an economic embargo.

記事では、ビル・クリントン氏が、米国内で"The Big Dog"との愛称で親しまれていたため、ニューハンプシャー州で、対立候補であるサンダース氏を批判した様子を、「犬」にちなんだ表現で表現されているのだと考えられます。(Dew)
