傷口に貼るバンドエイドから意味の予想はつきますが、『ジーニアス英和辞典第４版（大修館書店）』で確認してみると、「〘米略式〙（悪い意味で）応急策［処置］、うわべだけの解決策」という意味があることが分かりました。『Oxford Learner’s Dictionaries』には” (disapproving) a temporary solution to a problem that does not really solve it at all”と定義されていました。悪い意味で使われることが伺えます。

ここでは”approach”と合わせて、カンガルーを殺処分したところで「一時的な対応策」にすぎず、根本的な解決にはならないと述べられています。
