今回は“stipulate”を取り上げます。その意味は「《正式》(契約の条件として)…を規定する、明記する、(条件として)…を要求する」(『G3』より)、またLDOCEには“if an agreement, law, or rule stipulates something, it must be done”とあります。固い表現と見て間違いないようです。本文の該当箇所に適当な訳をつけるなら「日本がいかなる状況下で武力を行使するか、法の下で明記されるべきだ」といったところでしょうか。
