“the High Bridge”はニューヨークで最も古い橋です。1848年に建設が完了し、”aqueduct”「水路橋」として市民の生活を支えていました。その橋が明日、1970年代に全面閉鎖となって以来初めて、歩行者と自転車に限って再開通するのだそうです。

取り上げる表現は見出しにある”dust off”です。「<人が><人・物>のほこりを（ブラシをかけて）とる」というのはおなじみの意味ですが、その他にも「<長く放置していた物・技術など>を再び用いる」（『ジーニアス英和辞典第４版（大修館書店）』）という意味があります。
ここでは両方の意味が掛けられています。見出しだけで捉えれば単に「ほこりを払う」となりますが、内容を知った上で見ると「橋が再び用いられる」と捉えることができ、まるで橋が息を吹き返したかのような印象を受けました。

New York Today: Dusting Off a Forgotten Gem
Good morning on this mottled Monday.
It’s an anachronism in this city of steel and concrete: a span whose stone arches appear plucked from ancient Rome.
For the past 40 years, the High Bridge, the final link in an aqueduct that carried water over the Harlem River from the Bronx to Manhattan, was treated as just that: expendable and past its prime.
Tomorrow, for the first time since at least 1970, it will reopen to foot and bicycle traffic.
