Two lodging houses in Kawasaki where a fire killed five and injured 19 Sunday had filed false reports about the buildings' structures to the city, according to the municipal government.
According to the Kawasaki government, the two low-rent boarding houses, Yoshidaya and Yoshino, reported to the city that the buildings were two stories high though actually they had three stories with guest rooms on each floor.
The Building Standards Law and the city's construction regulations require that buildings of three stories or more that are used as lodging facilities be constructed of fire-resistant materials.
The city plans to conduct a fact-finding investigation, suspecting that the buildings may be illegal structures.
