Bridging corruption and legitimacy: amakudari

An American prosecutor once told me this joke:

Three elite government officials become friends on the conference circuit. One is from a developed Western nation, another from a developing nation, the last from a Third World basket case. When a conference is held in the developed nation, that official hosts a dinner at his home, a fine three-story house in a prestigious neighborhood with a four-car garage and an outdoor pool.

記事できになった表現のなかから “basket case”を取り上げます。『ジーニアス英和辞典第4版(大修館書店)』によりますと「（戦争などで）手足を全部失った人」や「(興奮・疲労などで)(一時的に)正常な判断のできない人」という意味もありましたが、ここでは「経済的に危険状態にある国[組織]」として使われています。LODCEでは “a country with many severe economic and social problems that are likely to continue for a long time”とあります。

なぜ“basket case”が「経済的に危険状態」なのか気になったのでOED( http://www.etymonline.com/index.php )で語源を確認したところ、「手足を全部失った人」の語源の次に “Probably literal, i.e., stuck in a basket, but basket had colloquial connotations of poverty (begging) and helplessness long before this.”とありました。
古くから「貧困」の意味を含む表現のようです。（Inaho）
