ロンドンにご出張中のUG先生に紹介していただいた記事から表現を拾います。ニュージーランドの国旗が変わるかもしれません。ニュージーランド政府によると2015年に第一回、2016年に第二回目の国民投票を行う予定だそうです。

この記事で気になった単語は”binding”です。「ジーニアス英和辞典第４版（大修館書店）」によると、「＜契約・協定などが＞〔人などに〕拘束力のある」という意味がありました。また、LDCEも見てみたところ、”a promise, agreement etc the must be obeyed”とありました。つまり、2016年に行われる国民投票が、国民にとって大きな義務のあることという解釈でよいのかと思います。

New Zealand will hold a binding referendum in 2016 on whether to change the national flag, Prime Minister John Key said Wednesday.

Key is a strong supporter of ditching the current flag, which features the Union Jack of former colonial power Britain in one corner, in favor of a more recognisably New Zealand banner.

“Our flag is the most important symbol of our national identity and I believe that this is the right time for New Zealanders to consider changing the design to one that better reflects our status as a modern, independent nation,” he said in a statement.

Key has previously said he would like to see a new flag featuring a silver fern, on a black background, similar to the banner already used by many New Zealand teams such as the All Blacks.
