ささいな犯罪を犯し,保護観察中である犯罪者の支援が拡大されます。犯罪を起こした後に釈放されたとしても,資金不足や居住地がない場合は再び犯罪に手を染めしてまう場合があるからです。記事の名で気になった単語は"shoplift"です。

『Wisdom英和辞典第三版(三省堂)』によると「万びきする」という意味がありました。支援が犯罪率を下げる効果的な手段になればいいと思います。(Ume)

Support to expand for offenders released for minor crimes

The support program began in fiscal 2013 at seven probation offices, in Sendai, Fukushima, Mito, Toyama, Hiroshima, Takamatsu and Kumamoto. By the end of this fiscal year, those offices will be joined by probation offices in Sapporo, Kushiro in Hokkaido, Maebashi, Kofu, Gifu, Nagoya, Kobe, Nara, Matsue, Tokushima, Saga, Oita and Miyazaki.

Prosecutors sometimes decide to suspend indictment of suspects in consideration of such factors as the nature of the crime in question, and regret expressed by the suspect, even though the prosecutors may believe they have sufficient evidence to prove their allegations.

Observers have pointed out that some older people or people with disabilities, who repeatedly shoplift or leave restaurants without paying tend to commit additional crimes because they had no home to return to or cash to live on after being released, or they had failed to receive necessary welfare services.
