Panel head urges mergers to fix upper house vote gap
The current electoral system, which allots one seat to each prefecture, imposes limitations that make it difficult to reduce the vote-value disparity to less than 2-to-1. The draft plan compiled by Waki includes measures to merge about 20 prefectural constituencies into 10 constituencies, integrating such prefectures as Nagasaki and Saga prefectures into single constituencies that are each allotted one seat.
The plan also proposes merging some prefectures in the Tohoku and Shikoku regions.
While reducing the number of seats through these mergers, the plan will propose increasing the number of seats allotted to urban areas with a larger number of voters per lawmaker to correct vote-value disparities there.
