compromise

(UG)

Lower house committee approves bill for secrecy law

A special committee in Japan's lower house approved Tuesday controversial legislation to toughen penalties for leakers of state secrets, with the ruling bloc aiming to ram the bill through the chamber later in the day.

The government is seeking passage of the bill through the upper house for Diet approval before the current parliament session ends on Dec. 6, even as some opposition lawmakers and experts complain that the public's right to know and freedom of the press would be compromised in return for tighter state control of information.

In the run-up to Tuesday's vote, the ruling bloc was forced by opposition parties to make minor changes to the bill for the secrecy law under which those who leak sensitive information designated as "special secrets" will face up to 10 years in prison.
