英辞郎 on the WEBを見てみると、「〈俗〉〜を尾行する、〜のあとをつける」「〈俗〉〜にたかる、悪さをする」「〈俗〉侮辱する、批判する、悩ませる」「〈俗〉〜に怠ける」「〈俗〉無視する」色々な意味が載っています。手持ちの辞書には「尾行する」の他に「<不幸・けがなどが><人>につきまとう」とあります。(『ジーニアス英和辞典 第4版』大修館)LDOCEには"if a problem or bad luck dogs you, it causes trouble for a long time""to follow close behind someone"と載っていました。よって「ラダック地域における領土問題は1950年代も前からもの長い間、両国を悩ませてきた」となりそうです。(Hatahata)
