BILLINGS, Mont. (AP) — Federal wildlife officials have drafted plans to lift protections for gray wolves across the Lower 48 states, a move that could end a decades-long recovery effort that has restored the animals but only in parts of their historic range.

get bogged downですが、ODOを見てみると第一に"(be/get bogged down) be or become stuck in mud or wet ground"、第二に"be prevented from making progress in a task or activity"と載っていました。「泥やぬれた地面にはまる」→「任務や活動の進行が妨げられる」となるようです。ジーニアスには「行き詰る」と書いてありました。（『ジーニアス英和辞典　第４版』大修館）「泥沼にはまる」とも言えそうです。

絶滅危惧種のリストから除外されるということですが、この案が通ると家畜などが被害にあった牧場主は喜ぶだろう、と記事にありました。動物保護も難しいものです。(Hatahata)
