cloakは「（通例袖）なしの」）マント《◆今はovercoatの着用がふつう》」という意味が有名ですが、そこの部分に「《保護・秘密・悪》などの象徴」とあります。そこでunder the cloak ofだと「〈慈善などの〉口実のもとに；〈夜・闇〉にまぎれて」という意味になります。
ここでは北朝鮮の声明です。「アメリカが北朝鮮の生存権はもちろん、主権を脅かそうとしている」ことを「安全保障理事会(UNSC)をこじつけて」という訳になると思いました。
