The Japan Timesからwind downの使われている記事を発見しました。
wind downには「<人が>緊張から解放されリラックスする」「<活動・力・熱意などが>だんだん弱まる」など様々な意味がありますが、この記事の中では「<時間・事などが>だんだん終わりに近づく」の意味で使われています。（『ジーニアス英和辞典　第４版』大修館書店）このwindも「風」という意味のwindではなく「曲がる」の意味のwindで、発音に注意したいと思います。(Jakie)
