本日のJapan Times(11/21/2012)から。
green lightといえば、まず信号を思い浮かべます。" a traffic light that shows cars they can go forward" (LDOCE)がまず最初にあります。そこから、give somebody/something the green lightの形で"to allow a project, plan etc to begin"(ibid)という意味になりますね。日本語では「ゴーサインを出す」と言いますが、若い世代の間ではあまり聞きません。ともかくも、見出しはカルザイ大統領が、「死刑の許可を出した」という意味になるでしょう。また記事の本文では、give the go-ahead forの形になっていますね。

Afghanistan’s president has given the go-ahead for the execution of more than 10 prisoners on death row, his spokesman said Monday – making a rare use of the death penalty in the war-wracked nation.
“The president has approved the execution of more than 10 people and they are criminals convicted of heavy crimes such as rape and murder.”
