tug-of warはブログ内でも何度も出てきた言葉です。レビューをしますと、LDOCEには” a test of strength in which two teams pull opposite ends of a rope against each other ”とあり、ご存じのように「綱引き」のことです。ここでは、政治的な争いを比喩的に表現していて、political tug-of-warで「政治の主導権争い」と訳すことができます。念のため。(Minnesota)


Political tug-of-war continues over timing of zero-nuclear strategy


The ruling Democratic Party of Japan (DPJ) is laying out plans for a society free of nuclear power as it approaches the next House of Representatives election, but a tug-of-war has emerged among politicians over the timing for achieving zero nuclear power dependence.


On Sept. 4, about 50 lawmakers attended a meeting of the DPJ's energy and environment research committee chaired by Seiji Maehara, and discussed energy issues for about 2 1/2 hours.


When government officials including members of the Ministry of Economy, Trade and Industry raised questions about achieving a nuclear power-free society, mentioning soaring utility charges, lawmakers in favor of a zero-nuclear policy retorted that their documents made it appear as if freeing Japan from atomic energy was impossible.


At the same time, Diet members siding with continued use of nuclear power expressed doubts about being able to eliminate it. One participant raised questions about the fate of the Rokkasho nuclear fuel reprocessing plant in Aomori Prefecture, suggesting that a zero-dependence policy would not easily be accepted by the prefecture, which has accepted spent nuclear fuel for interim storage in the past.


"What about Aomori? Is it going turn into a final depository for fuel?" the participant asked.


In a news conference, Maehara, who also chairs the DPJ Policy Research Committee, said that a zero-nuclear policy would probably be included in the DPJ's manifesto for the lower house election.
