around the neck

先日,政府が東日本大地震の被災者救援についての新たな計画を立てました。

今回取り上げる表現はaround the neckです。これは,hanging round one’s neckで「とても心配で,気になって」という意味です(『ジーニアス英和辞典』第4版,大修館書店)。社説では「足かせ」と訳されています。日本語では「足」の回りに絡みつくのに,英語では「首」の回りなのですね。
そして,この表現がどのような場面で使われるかも調べてみると…

両者とも政治関係の記事です。以上から,albatross(悩みの種)やnoose(わな,窮地)のようにネガティブな意味のことばと共に使われることが多いようです。
余談ですが,around one’s neckの用法を調べていると「首のまわりに」という意味での方が圧倒的に使われていました。(杉内)
