今回はcozyを採り上げます。この語を聞くと「居心地の良い」や「くつろいだ」といった良い意味ばかりがつい想像されてしまいますが，「天下りが広く批難をあびている」というこの文脈にはあてはまりません。そこで，英和辞典と英英辞典を調べることにしました。

まず，『ジーニアス英和辞典』（第3版，大修館書店）を見ると「結託した，なれあいの」とありました。

次に， LDOCEではhaving a close connection or relationship, especially one you do not approve ofとあり，例文として He was accused of being too cosy with some clients.が載っていました。

以上のことから，文中のcozy (relations)は「コネ」や「（官僚と公共会社の）癒着」がはばかるような関係のことを意味し，否定的なニュアンスを持つものだと考えられます。（ゼミ生 pear）
