in principle

韓国，ソウルでのG20に続いて，明日はいよいよAPECです。今回のAPECのテーマである貿易の自由化について，JT onlineのEDITORIALから英語表現を拾います。
South Korea, a rival of Japan, has been well aware of the advantage of seeking liberalization through the conclusion of bilateral free trade agreements (FTAs), under which tariffs will be scrapped in principle. It has already signed FTAs with the U.S. and the European Union with the aim of expanding its exports of such items as automobiles and electronic appliances.

今回採り上げるのはin principleという表現。辞書にはin principleで「原理上は, 原則として, おおむね」とあります（『プログレッシブ英和中辞典』小学館）。ここで注意しなくてはならないのが，和英辞書に載っているのはあくまで「訳」であること（最近は，解説が載っている親切な和英辞書も増えましたが）。以前，田邉先生に和英辞書には「訳」が載っているのに対し，英英辞書には「説明」が書いてあると教えていただいたことがあります。
そこでin principleを英英辞書で調べると，以下のような2つの「説明」が載っていました。
a) if something is possible in principle, there is no reason why it should not happen yet.
b) if you agree in principle, you agree with the main parts of a plan before you know the details.（Longman Active Study Dictionary）
記事のtariffs will be scrapped in principleではin principle がb)の意味で使われていると考えられます。つまり，ここでのin principleには「まず輸出入における主力部門の関税を廃止する」というまさにmain→detailというニュアンスが感じられます。それを訳すと，和英辞書にあるような「おおむね」にあたるのではないでしょうか。（院生 小山本）
